Pre-Application Meeting

A pre-application meeting is not required for all commercial development proposals or residential projects, however, for commercial development and subdivisions, we strongly recommend that you have one. This is a free service that we offer so that we can highlight the ordinance regulations and address potential issues and discuss potential solutions.

Other Approvals

Your project may require other federal, state, and local agency approvals to proceed. Your project may also require county level public hearing approvals (i.e. rezoning, variances, architectural approval, etc.). County staff can walk you through that process in your pre-application meeting or call 850-595-3475 or email zoninginfo@myescambia.com.

Submit Your Site Plan Application for a Development Order

The site plan application outlines all the submittal requirements. Submit a completed application with plans, approvals from outside agencies (if necessary or available), and other required documentation. DRC Fees are collected at the time of submittal.

After your site plan is submitted, staff will review and respond. Your submission will either be approved or revisions or additional information will be requested. You or your consultant can address the staff comments and resubmit for review.

Once the submission is deemed compliant with all applicable regulations, staff will issue a Development Order or DO. The approved Development Order allows you to proceed with plan review at the Building Inspections Division.

Your plans will be reviewed by a licensed Plans Examiner for compliance with the Florida Building Code and either approve the project or issue comments for needed revisions. You or your consultant can address Staff comments and resubmit for review. Be aware that depending upon the complexity of the project, additional review time may be required.

Obtain Building Permit and Begin Construction

Once the submission is deemed compliant with all applicable regulations, staff will issue a Building Permit. Upon payment of permit fees, the contractor is allowed to pick up approved plans and related permits. Building construction can now begin. As construction progresses, be sure to schedule all required inspections.

Certificate of Occupancy

When construction is complete, all re-inspection fees paid, and all inspections have been successful completed, the Building Inspections Division will issue a Certificate of Occupancy or Certificate of Completion.
